Tested with Debian Stretch and Ubuntu 18.04 with Wine Staging 3.13 and 3.12
Same results on both resulting in a tasklist.exe with occasional WlanEnumInterfaces loop.
Nothing has changed in this function for over a year.

This is just a stub program and returns nothing which might be the cause of the issue.
Again a +msi log should provide more details on what is going on.
I don't believe this to be a staging only bug at this stage even though you have to use staging to run it.
