You're running the app incorrectly. You have to cd into the app dir before running the app:
$ cd ~/.wine/drive_c/Program Files/Yahoo!/Widgets $ wine YahooWidgets.exe
Is this app freely available for download?
yes goto http://widgets.yahoo.com/download and click the "Get Started Now" button - its free
