Interesting.  Confirming.

As a workaround while I try to debug it, you can set this key in the registry:

[HKEY_CURRENT_USER\Software\Wine\Mac Driver]
"Decorated"="n"

So, there's presumably a difference in messages sent between the Mac driver
handling the move and user32 handling the move.
