smackw32.dll doesn't sound like a 16 bit DLL.
It's next to the exe, and has been put in systemwow64, then system32, then also
system. Doesn't load.

Based on it's name it's a 32 bit dll.
Simcity network edition is a 32 bit executable.
Only the installer is 16 bit.

I'm running the application itself and it is failing on this (presumably by the
name) 32 bit dll.
