Invalid/fixed. Two problems in the same bug.
Steam starts fine after removing ClientRegistry.blob because it gets corrupt by
Steam itself.

The reason Steam doesn't "work" for you because it's already running - check
system tray / process list.

Games don't start - it's a different bug
