[Bug 24732] Complex Text (Devanagari, Hindi, indian languages) are not rendered as expected

Ok Section 2 appears to be because I am applying the 'half'  Half-form
transformation to the C+H.  It looks like I should not be doing that to the
base consonant. That will require a bit more restructuring on the way I apply
the transformations.

Section 4 looked pretty much correct except for "त्र्र" which appears to be
again the problem of applying the 'half' transformation to the base C+H at the
beginning of the syllable.

I will do a more in depth analysis. but that is what i think I am seeing.
