What are the chances of this bug being fixed within the next few weeks?
It's not clear what the problem is. Could be the existing source engine performance bug 12453.
There's been mention of network latency problems here, but I don't know that you can verify the problem to be with Wine only. I've seen intermittent network latency issues since the same update in CS:S on Windows.
