The image is actually on the first page, though you can't see it when you open the document. When you click anywhere on the page, you can see a dot, which can be resized to an image. As the OR describes, the image stays in place on the screen while you scroll the document behind it.
However, this is not a Wine bug. I tested the sample document in Word 2007 running in XP in a VM, and it behaved exactly the same way. I also tested inserting and resizing other png images into Word 2007 in Wine, and they do not have that problem. The problem is with the file, not Wine.
