First of all don't run Wine on root.
'cd' to application directory and run it with:
'WINEDEBUG=+tid,+seh,+relay wine info.exe &> ~/quik.log'
Then produce exception and attach log running 'bzip2' on it.
I can't compile wine because i use x64 librares and I can't try to run last wine version. But I try to attempt.
You don't have to compile it, just install it from rpm package, your version is two months old.

quik's menu Settings -> General in win
Try 'winetricks cc580' to install native comctl32 and post results.
