This is absolutely an installer bug. I do remember trying FL Studio on a fresh Windows install (just copied files, not running the FL installer), and the same codec problem appeared as we have here in Wine.
That makes little sense to me, you need to run the installer for the codec to be registered, but you didn't run the installer only copied the files.
