[Bug 21071] Word 2000 & 2003 cannot open normal.dot or save any files in 1.1.35

I did a little more testing, and found that Word 2003 also cannot save any
files. It doesn't crash, but it gives me the same error message as when trying
to save the normal.dot file.

Changing the summary to include Word 2000 and inability to save files in
general.
