Looks like you haven't. The comment #16 tells about making the following line
in the notepad log

trace:x11drv:X11DRV_SetupXIM Using C locale of Input Method

read as "he_IL.UTF-8" instead of "C",

and comment #17 requests to make xev show correct keyboard input.

In addition to the above what is the output of 'set | grep LC_' and
'set | grep LANG'?
