No such issues here, using Wine-1.1.41 and a Nvidia card (the game needs only native d3dx9_36.dll). No major rendering issues for me, tried with both fullscreen and virtual desktop mode.
Have you installed the game into a clean /.wine directory or just upgraded from an older wine version (as indicated in your attachment's 4th line)? What graphic card and driver was used?

I found out that another one of my games stopped working as-well, so I made a clean wine directory and that game worked again. Went back to outrun and have same problem, but I get different console output now (see new attachment). The attachment is mostly the same, but there are a few different error messages talking about framebuffers. This is probably a hardware issue isn't it? I'm just confused on how another game works just fine with the same dll.
The other game uses DirectX9 as-well.
