I tested SQLiteSpy and Wine's notepad. It is possible to see .dot files/directories, but the way to do it is not obvious:
Select File->Open In the "Look in" dropdown box select "My Computer" Select the (Z:) drive Browse to wherever; you should be able to see the .dot files/directories.
The key is the second step; if you select / instead of My Computer from the dropdown list, .dot files/directories won't be displayed.
Wine's explorer also has the same problem: navigating through / does not show the hidden files, but going through My Computer does.
