Converting from VT_DATE to VT_BSTR looks broken. Not familiar enough with the oleaut32 code to fix it quickly.
I believe the problem is in VarFormat and can be seen in these two tests which are marked as TODO https://source.winehq.org/git/wine.git/blob/HEAD:/dlls/oleaut32/tests/varfor...
