Isn't it highly unlikely that both the free and proprietary driver has the same issue/bug? It could of course also be the case that the xf86-video-ati driver runs 1 fps because its bad 3d-acceleration, but it sounds weird to me if the driver can't even pull of drawing a menu with more than 1fps.
I better let the experts make the final conclusion but to me this points to an issue in Wine.
