Battle net Launcher crash at launch

Upgraded from 1.9.15 (everything working with minor overrides), now launcher
immediately crashes with "Unhandled exception: unimplemented function
msvcp140.dll._Mtx_init_in_situ called in 32-bit code (0x7b43b69c)."
