i tried a few other win10 flavors (1709, 1809, 1909, and 21H2) but couldn't
reproduce

i got a bad result on win7 a few weeks ago with an earlier version, but
couldn't reproduce on my vms

i might need to add some traces to see what it does find when it does randomly
fail
