I found a AppDB reference to someone using a different Quicken 2015 product who
reported success with Windows 8 setting.   So I started with that and worked my
way backwards with various new prefixes.

The Intuit support boards are full of people complaining how Quicken 2015 will
not install in Windows XP  such as

I also noticed that installing dotnet45 package resets this value to "Windows
2003".  So I made an educated guess on selecting Windows 7.
