[Bug 30639] Audio stuttering and performance drops in Star Wolves 3

According to my testing with Darwinia Demo,

1) Something has changed in my system so that SSE2/3 optimizations don't have
as much effect as I stated before. So more profiling is needed, and let's drop
the idea until it is confirmed independently.

2) 32 streams (as used by Darwinia) is about as much as a Core 2 Duo E6420 @
2.13 GHz (a top-class CPU from 2007) can handle with the high-quality
resampler.

3) Low-quality resampler works. I only need to make the maximum high-quality
buffer count a registry setting.
