According to https://wiki.ubuntu.com/ToolChain/LTO, they've created an LTO exclusion list of packages that testing has shown won't build with LTO enabled. It's installed in package lto-disabled-list, which the OBS log shows as being preinstalled to the build environment (probably pulled in as a dependency of dpkg, as it's not explicitly preinstalled by the OBS). My guess is that "wine" made the exclusion list, but "wine-staging" didn't.
