Does MMSYSERR_ALLOCATED make this a duplicate of bug #22261?
I.e. Wine, like win95 AFAIK, only allows one winmm device open at any one time,
while w2k and later use the WDM to perform mixing (dsound does too) -- yet the
website mentions win98, are sound effects present on a win98 box?
