The first thing to check is whether it's using builtin wininet or winhttp: please attach a +wininet,+winhttp trace, which ought to tell us.
Attaching +wininet,+winhttp log of logging into the game, opening the in-game browser, successfully opening http://www.google.com, and then trying to open https://www.google.com (and getting the "Unable to process the website's SSL certficate" error message).
