I confirm this, this is not a xfwm4 issue. I run XFCE, but I use compiz instead
of xfwm4 and xfce4 panels are visible.
In fact, this is a regression, which was introduced in version 1.1.3 (I just
tested it).
Very disappointing, I thought this irritating bug would never come back.
