Ok, I've upgraded my ubuntu to 9.04 then checked my system to be sure from supporting ar_SY.UTF-8 local ... everything was ok.
So you can check new log file from the attachments (see ar_SY.UTF-8 local).
After that I tried to run Arabic application (see win32-app.tar.bz2) which is using "Traditional Arabic" font before and after applying Arabic local (see wine-before-local.png and wine-after-local.png) and I noticed that wine could run Arabic characters but not correctly because Arabic characters uses attached glyphs (see windows.JPG).
By the result, wine could run applications in ar_XX local but I couldn't appear Arabic attached characters correctly.
