I've tried it so many times that I forgot to mention it. The web installer seems to work fine and then something crashes when the game automatically starts. If you try to install .NET Framework before installation stage you can't even install (download/update) the game. Something else probably network related gets broken then.
In order to make it work, you need to let the installation proceed and the game crash. Then you can replace Mono with .NET Framework. (e.g. winetricks dotnet40)
Using the old archived offline installer (Bug 56830 , https://archive.org/details/osuinstall-old ) you need to extract it first (installer.exe /extractcab ) otherwise it will complain about not being able to download .NET Framework 3.5 (if it's not installed?). Also need to be done on e.g. Windows 10 if you don't have internet connection (and it's dependencies?). During the installation on Windows 10 it requires the Windows Feature that contains .NET Framework 3.5. Installing this offline on Windows 10+ is a pain in the ass (Separate computer needed and what not). I just gave it internet access. The older version of the game will also complain if you reinstall Mono in Wine.
