Nope, looks like missing proxy settings under [HKLM\Software\Microsoft\Windows\CurrentVersion\Internet Settings]
Try to add 'ProxyEnable' and 'ProxyServer' values there and see what happens.
I already tried adding those, ProxyEnable as a DWORD, value 0, ProxyServer as an empty string. Are those the right types?
