I tested the patch on 9.14. It enables strwinclt.exe to run, but the program
crashes with a gdiplus error when Options / Advanced is clicked. Terminal
output attached above.

However, this crash does not occur on Wine 9.0 with the patch applied, so I
have opened a separate bug for it.
