[Bug 17271] Office 2003/2007 help does not work

Still present in 1.2-rc5. In Office 2007 apps, clicking the ? icon now does
nothing at all--no messages, not even in the console. In Office 2003 apps, the
Help panel opens, and you can view the table of contents and search, but
attempting to view a help item produces an "unable to connect to Microsoft"
message if online help is selected, and just opens a blank window for offline
help.
