Hello folks,

Turns out the initial problem was indeed present with Wine < 1.7.4.

Wine 1.7.3:

"Administrator privilege is required to install paint.NET"

Wine 1.7.4:

"Windows XP SP3, or Windows Vista SP1, or newer is required."

which went away with Wine 1.7.10. The installer crashed in the end which was
another set of problems.
