If they aren't there, you may want to check the install CD's/DVD's, and if nothing else, check the Gentoo docs and wiki. You technically shouldnt have to setup a chroot enviroment to run 32-bit programs, whether it is wine, some windows app, or a native linux program that just doesnt have a 64-bit version.
If you do have a /usr/lib32 directory, try building from source by downloading the tarball at http://ibiblio.org/pub/linux/system/emulators/wine/wine-0.9.12.tar.bz2
