The wget url was wrong, but I worked it out.

Cashbook Complete appears to work fine now, apart from a regional coding issue
asking me to adjust the windows control panel (tied to my datafile, not a
problem with the program)

Should I be marking this as fixed, or leave it as is for the time being because
a work-around was used?
