In my point of view, there is a mixture of two things.
1) Online downloader. My test with version ver21309 crashes in all wine versions with only one line:
err:seh:raise_exception Unhandled exception code c0000005 flags 0 addr 0x73bbb0
2) Game installer. My test with Atlantica Setup ver21309 works fine in 1.1.38, 1.1.39, 1.1.40, 1.1.41, wine-1.1.41-211-g719d904
And as subject is about 2) than i can't confirm this bug report.
