[Bug 58154] Unable to browse Wine download directory

We will no longer allow browsing of the entire download folder structure. The
APT/RPM repos in particular do not need browsing. Partly due to limitations of
the new hosting solution (Fastly CDN to AWS Origin), and also due to bots
spidering the entire structure costing us bandwidth fees.

The source folder should have an index of some kind though. Since automatic
indexes are no longer possible we will have to build a downloads.html file for
that folder instead. There is a plan to dynamically build that file on new Wine
releases. Once that is done we will update the URL on the Wiki.
