I have basically the same error when trying to start Warcraft 3.  Other
applications (that don't use sound) do not seem to cause this problem.  It
seems to simply mute the PCM channel and set the value to 0 (from 74).
Reverting to 1.15 solved my problem.  I'll see if I can run a regression test
later.
