[Bug 3047] CSpy/Tab: Cursor Select & Keyboard Navigation Not Implemente/ Not Working

Keyboard navigation works in the tab control if you can get the tab to be
selected (i.e., the focus rectangle is activated).  This seems to be near
impossible in the CSpy tab example.  You can navigate between the CSpy tabs
that control the example by tabbing into the tab control.
