Also effects Thunder7.2.1.3 which is a download manager. run wine as root makes Thunder7.2.1.3 works. Should I report a separate bug?
No, this is the same symptom described in comment 14. This is a result of a difference between Windows and Linux: in Windows, you need no special privilege to send ICMP echos, while in Linux you do. We can't "fix" it at runtime. I believe the current recommended approach is to use something like xattrs in your filesystem to allow an executable to have CAP_ICMP, but I haven't tried.
