You can "fix" the problem occasionally switching game settings:
System -> Advanced -> Graphics Card value between Auto Detect and card your game has detected in my case it says Radeon (TM) RX 480 Graphics
Fix wont last usually long if example you switch to area or teleport another area. On altratec valley it seems to be more frequent. Also experiencing more general reduced framerates in general and when "skybox" is appearing example in antorus the burning throne raid. Managed to steed up framerates by reducing shadow quality to fair
