As for ies4linux, thanks to the famous integration of IE with Windows, IE ships with many system DLLs that are used instead of the incomplete wine ones. However IE is oficially a part of Windows (e.g. to install IE7 you need to pass the Windows Genuine Check) and wine's goal is to start programs without the need of Windows so this is treated at most as a workaround.
