Still an issue with Wine 1.7.10 and every Wine version before that I have tried. Very sad since the game otherwise works perfectly. I'd be willing to pay a bit of money to get this fixed as I still want to play this with some friends of mine over LAN.

If someone could at least confirm the status of this report we might get some more attention.
By the way my own theory is that this is some sort of renderer bug or use of a deprecated Direct3D function from the game since it renders fine but stutters every few seconds in Wine yet works fine under newer Windows versions - even Windows 8.
Have you tried running the game only on 1 CPU core? 'taskset -c 0 wine S3.EXE'
This helps eliminate the "lag" in Settlers III (GOG.com version) on my dual-core system.
