Oops, please scratch my last comment, it is incorrect.

I just tested and apparently an InternetCloseHandle on just the handle
returned by InternetConnect (not calling the one on HttpSendRequest at all)
sends the appropriate INTERNET_STATUS_HANDLE_CLOSING, so has nothing to do with
handles in server.
