Wine *does not* emulate an existence of a certain font. If a font is missing it should be added, that was the case for Tahoma, that's the case for Times New Roman (bug 9623).
What's [HKEY_USERS\S-1-5-4\Software\Wine\Fonts\Replacements] for then?
That's a hack, and it has nothing to do with this bug.
jvgasys.fon does not contain japanese glyphs, a Windows one doesn't either.
Why is it chosen for the default Japanese font then?
Ask Microsoft?

So you say that Wine not rendering some characters in aplications is OK, its not a bug?
That's a bug, but not a problem imposed by Wine as has been explain numerous times already, i.e. that's not a Wine bug.
