That page states:
"Ubuntu's default repository includes Wine, however if you want to stay up to date with the latest Wine package you can use WineHQ's by following these instructions."
That wording leads users to believe that the PPA is under the control of WineHQ when it is not. As a result, bugs don't get reported promptly to the package maintainer and users expect support on the forum for any problem they may have installing Wine packages. When told otherwise, many choose to argue, pointing to the wording on that page. I can't really blame them.
