[Bug 19689] Wine windows are not recognized by wmctrl or Alt-tab

I'm using Ubuntu Karmic with all updates.  GNOME 2.27.5.  Wine 1.1.27 with a
couple of irrelevant homegrown source code patches.

I haven't done anything out of the ordinary to winecfg.  It makes no difference
whether I allow the window manager to decorate/control the windows.  (Although
that does make a difference to flickering in my Steam menu).
