Also reproducible without DXVK (i.e. with WineD3D)

It does. I've attached a new screenshot running without DXVK (MangoHud shows
"WineD3D").

In the screenshot I also show the in-game video settings, where you can see
that even though "Display Mode" is set to "Fullscreen", the KDE taskbar is not
hidden.
