if you want it that way you should file extra bugs for all things that need to
be fixed and let this bug depend on them.
A meta bug wouldn't be very useful in this situation.
btw.: the user mostly don't know what are the issues why the app fails. So
often you will only have a "generic" bug a la "app xy don't work".
If the reporter can't describe the problem then we developers ask questions of the user and narrow down the problem.
Your proposal actually implies that the dev(s) who try to solve the bug have
to open bugs for every issue they encounter.
It's not the responsibility of the developers to split a generic bug report into individual issues, but some of the time this is what happens.
I don't think that works.
It's how wine's bugzilla works, and most other bugzillas as well.
