[Bug 40098] WSALookupServiceBegin return value is causing Steam, other applications to exit

Closed INVALID because the issue was unrelated to ws2. I was led to believe
that it was related to ws2 by erroneous output on the part of Steam.

The actual problem was dwrite. It appears that a certain package (I am yet to
find out which) was causing Steam to crash when rendering text.
