I've just sent a patch: https://source.winehq.org/patches/data/222814

For MSBuild, I use winetricks -q vstools2019. If the installer terminates
silently, it can be most likely fixed with winetricks arial d3dcompiler_47, but
that shouldn't be needed in quiet mode.
