If the desktop is the same size as your screen it will be fullscreen, and thus without decorations. For other sizes that's up to the window manager, just like any other app.
I think I was not clear in my previous reply, sorry. What I meant is that there is the option in winecfg, thus it should work.
Also, I don't want any windows application to go fullscreen on my desktop, the panel should still be visible. Also, the window borders are not needed for me at least, so disabling them grants me a sligtly higher resolution (aka more user friendly)
If you don't intend to fix this problem, then you should remove the option entirely (but honestly, that would be really annoying...)
