I can at least confirm that all sound effects are now working properly in my version of Oblivion. Either download the latest git and compile yourself, or wait for the next release 1.2-rc6. Also remember that Wine and PulseAudio currently don't get along very well, so if you are using PulseAudio (e.g. this is default setup in Ubuntu) either disable it, remove it altogether or, at least for Oblivion, you might try setting Wine's sound driver in winecfg to OSS and running the app in the PulseAudio OSS wrapper:
padsp wine "C:\Program Files\Bethesda Softworks\Oblivion\OblivionLauncher.exe"
